Trainer Biography

Phillis J. Dumas, MSW

Phillis J. Dumas received a Master’s of Social Work in 2004 from California State University Los Angeles, with a concentration in Children and Families. She received a Bachelor’s of Social Work in 1979 from Jackson State University.

Ms. Dumas has over 44 years of experience in social worker with at least 37 of those years in Child Protective Services in several states with various roles. Her specialty is investigative services. Ms. Dumas began her career in Child Protective Services in 1984, as a child welfare investigative services social worker in New Orleans. When she moved to Los Angeles in 1989, she worked as a Children’s Social Worker for the Department of Children and Family Services (DCFS), investigating child abuse. Ms. Dumas held various positions doing her tenure at DCFS. She worked in the Emergency Response Command Post unit (ERCP), which responded to investigations after hours and on holidays. Ms. Dumas worked as a Children’s Supervising Social Worker in the Interstate Compact on the Placement of Children’s unit. Ms. Dumas trained social workers and supervisors throughout Los Angeles County on the placement of children outside of California. Ms. Dumas returned to ERCP as a Children’s Supervising Social Worker, until 2006. She trained social workers at the Child Abuse Hotline and ERCP in the use of the Child Welfare Services/ Child Management System (CWS/CMS). In 2006, Ms. Dumas moved to Tulsa, OK and worked as a Children’s Social Worker in the emergency response division of Child Welfare. In 2009, Ms. Dumas returned to California and worked as a supervisor at a Foster Family Agency in Los Angeles, where she trained social workers and foster parents on the delivery of services to children and families in the foster care system. Ms. Dumas later became a supervisor at Victor Community Support Services, where she supervised a Wraparound Program. She was responsible for training staff and community partners in the process of delivering quality wraparound services. Ms. Dumas worked closely with San Bernardino Children and Family Services staff. In 2015, Ms. Dumas joined Riverside County Department of Public Social Services as an emergency response social worker. She joined the Command Post team in 2016, later becoming a supervisor of the weekend graveyard shift. Ms. Dumas is currently an emergency response social worker on the weekday graveyard shift at the Command Post in Riverside County. Ms. Dumas is committed to the service of children and families within the child welfare system.

In her spare time, Ms. Dumas enjoys traveling and spending time with her family, especially her grandchildren. She is actively involved in her community and serves on the Board of Directors of the Kingdom Culture Worship Center‘s Community Development Corporation, as their community liaison.
