Nicole Kelsay, MSW

Nicole Kelsay graduated from Rhodes College in Memphis, TN in 1999 with a Bachelor’s Degree in Sociology and Anthropology. She obtained her Master’s Degree in Social Work in 2001 from Columbia University in New York, NY. Currently she is a Policy Analyst for San Diego County’s, Child Welfare Services.
Ms. Kelsay began her career in Child Welfare Services in Eagle County, CO from 2002-2004. There she practiced vertical case management, carrying a case from the hotline call reporting abuse or neglect, to the investigation, through reunification services or a permanent plan.

After returning to her hometown of San Diego, Ms. Kelsay began working for the county’s Child Welfare Services, Adoptions Program in 2006. She was a Protective Services Worker (PSW) and a Sr. PSW while in the Adoptions Program for over 5 years. During that time, she also wrote policy for the Adoptions Program, was an Early Adopter of Signs of Safety, was an Emergency Response worker after hours, and provided support to the Hotline.

In 2011, Ms. Kelsay became a supervisor of Continuing Services and then became the Quality Assurance supervisor of her Region. Since March 2014, Ms. Kelsay has returned to the Adoptions Program as a Policy Analyst. She is a trainer of Safety Organized Practice for her county and the training coordinator for her program.
