Cecilia Fleshman

Cecilia Fleshman, MS

Cecilia Fleshman, MS, earned her Masters in Counseling, with an emphasis in Marriage Family and Child Counseling at California State University Northridge, California in 1990 and her Bachelors of Arts at University of California Santa Barbara in Developmental Psychology.

Mrs. Fleshman began her post-graduate career in 1990, counseling youth adjudicated in delinquency and dependency court and placed in residential facilities. During that year, she began developing curriculum and trained residential care workers.

In 1994, Mrs. Fleshman accepted a position as Program Manager of a Foster Family Agency in Los Angeles where she oversaw the implementation of the daily operation, including direction and supervision of the social work staff, recruitment, and training of foster families.

In 1999, Mrs. Fleshman continued at a Foster Family Agency in Riverside where she eventually jointed the corporate team training in their San Diego, San Bernardino, Riverside, Mission Hills and Lancaster offices. She drafted curriculum, developed training and evaluated staff training needs.

In 2004, Mrs. Fleshman accepted a position as Social Service Practitioner (SSP) with Children and Family Services (CFS), County of San Bernardino (SBCO). She functioned as an Emergency Response (ER) worker, conducting child abuse investigations completing Court Petitions, Detention, Jurisdictional/Disposition and other Court documents. She testified in court and became certified as a Team Decision Making Facilitator.

By 2008, Mrs. Fleshman promoted to Supervising Social Service Practitioner CFS SBCO supervising a blended unit of ER and Permanency workers. She also trained, coached, mentored and supported staff in skill development.

In 2012, Mrs. Fleshman promoted to Child Welfare Services Manager with CFS SBCO managing an operational region conducting ER, Permanency and Adoption. In 2014, She managed Juvenile Dependency Court, overseeing court process and the Central Training Unit overseeing the training of new social workers. In 2016, she developed CFS’ After-hours Response Center a 24-hour ER unit and currently manages that program.

Additionally, Mrs. Fleshman developed and conducted training for SBCO Performance Education Resource Centers as well as Zelda Nash, Ph.D. and Associates.
