Staff Biography

Sherry Hayes, MPH, MPA, PMP, CPH
CWDS County Consultant - San Diego & Imperial

Sherry Hayes serves as the Child Welfare Development Services County Consultant for San Diego and Imperial County at the Academy for Professional Excellence. She earned her Masters in Public Health (MPH) and Public Administration (MPA) from San Diego State University (SDSU). Sherry’s career began with over two decades of service in the United States Navy, starting as a Preventive Medicine Technician and transitioning into an Environmental Health/Public Health Officer.

In her current role, Sherry leads workforce development efforts, collaborating with counties to conduct needs assessments, plan services, and ensure delivery aligns with state and county initiatives. She holds certifications as a Project Management Professional (PMP) from the Project Management Institute (PMI), Lean Six Sigma Green Belt (LSS-GB) from UCSD Extended Studies, and Certified Public Health Professional (CPH) from the National Board of Public Health Examiners. Sherry also shares her expertise as a Lecturer at the University of California San Diego (UCSD), Rady School of Management, teaching Project Management-Health Services to students.

Guided by the wise words of Ruth Bader Ginsburg, Sherry believes in the power of incremental progress, as she often quotes, “Real change, enduring change, happens one step at a time.” She is passionate about advocating for causes she cares about, embodying Ginsburg’s philosophy: “Fight for the things that you care about. But do it in a way that will lead others to join you.”

Beyond her professional commitments, Sherry is dedicated to her family, finding joy in spending time with her husband and children. She actively volunteers with the Eastlake Educational Foundation to support children’s education initiatives. Rooted in her faith, she finds solace in worship through music and enjoys reading professional development books in her leisure time.
