Child Welfare Information and Data
The California Child Welfare Indicators Project (CCWIP) is a collaborative venture between the University of California at Berkeley (UCB) and the California Department of Social Services (CDSS). The project is housed in the School of Social Welfare, and provides policymakers, child welfare workers, researchers, and the public with direct access to customizable information on California’s entire child welfare system.
County SIPs (System Improvement Plans) and CSAs (County Self-Assessments) are listed on the CDSS (California Department of Social Services) website. Trainers should know what our counties have identified as system improvements as you design training, so you can address emerging issues. Please take some time to review SIPs for San Diego, Imperial, Orange, Riverside and San Bernardino counties.
Child Welfare Information Gateway connects child welfare and related professionals to comprehensive information and resources to help protect children and strengthen families. We feature the latest on topics from prevention to permanency, including child abuse and neglect, foster care, and adoption.
The following literature review on Commercial Sexual Exploitation of Children (CSEC) was compiled for our SACHS Directors and highlights an array of current efforts and components that merit additional attention when considering residential placement types and the provision of services to this vulnerable population.
The following literature review on Innovative Approaches to Reducing Poverty was compiled for the purpose of providing a compilation of research findings, recommendations, innovative strategies and evidence-based solutions that hold promise in improving outcomes and meeting the multiple needs of low-income individuals and families living in poverty.
There are a number of excellent sources for keeping up to date on child welfare happenings. As trainers and coaches it is important that we review resources and research on new initiatives, best practice, strategies for advancing our work with children and families and trends occurring in our field. It is vital that our trainers and coaches remain aware of new information so that they can draw on this knowledge in the training room and help trainees make connections between curriculum and practice. I. Statewide Standardized Courses:
All statewide standardized courses and the required criteria stated for the course are developed by the state. Training for Trainers and other specialized requirements or waivers related to statewide standardized training’s will typically be developed, scheduled and provided and enforced by the state (CalSWEC or CDSS). Core 3.5
Criteria for Facilitating Course(s):
Statewide requirements to facilitate Core 3.5 trainings include completion of the following within 1 year of hire:
- Review of Core 3.5 content on CalSWEC website:
- Core 3.5 Trainer Overview (in CACWT)
- Completion of or Proof of Completion of Facilitation Skills Training for Trainers
- For new Trainers: A Series of videos/webinars that will be available in CACWT starting in January 2022

- Per statewide requirements to be eligible to facilitate this course trainers must complete the Self-Paced eLearning T4T Overview, available in CACWT for self-enrollment
Resource Family Approval (RFA)
Criteria for Facilitating Course(s):
- Per statewide requirements ( beginning inAugust 2022) to be eligible to facilitate the RFA course trainers are required to:
- Read through, from beginning to end, the most recent version of the RFA Written Directives located on the CDSS RFA website
- Read through, from beginning to end, the most recent version of the RFA Background Assessment Guide (BAG) located on the CDSS website
- Keep up-to-date with changes to RFA forms, located on the CDSS forms website
Child and Family Team Training (CFT)

Concurrent Planning #2 FY 21/21
Criteria for Facilitating Course(s):
- Concurrent Planning: Conversations and Documentation*
Per statewide requirements to be eligible to facilitate this fiscal years (fy 21/22) Concurrent Planning training, you must complete the Concurrent Planning: Conversations and Documentation T4T in the CACWT System. This T4T is only available in the statewide CACWT system and requires self enrollment.
If you are interested in facilitating this course please complete the required T4T and submit a screenshot of your completion to Jenee Northcutt jnorthcutt@sdsu.edu and your name will be added to our internal active trainer list for this second statewide CC course.
* Please note this is a different Concurrent Planning course than the initial course that was delivered in fy 20/21 entitled: Concurrent Planning: Principles of Concurrent Planning
CANS (Child and Adolescent Needs and Strengths)
Statewide Criteria for Facilitating CANS Course(s):
- Master’s degree in public policy, social work, developmental or clinical psychology or other relevant field.
- Minimum of 3 years’ experience training, teaching or providing social work supervision on child welfare concepts and practice principles including but not limited to: screening, assessment, treatment planning, treatment monitoring, outcomes management and the use of data in social work practice.
- Demonstrated experience and knowledge of person centered care and systems of care principles; knowledge of mental health, behavioral health and child welfare systems.
- Clinical experience is preferred not required.
- Participation in a Training for Trainers (T4T) only delivered by Praed. Dates TBD
- Completion of the CANS Certification exam via PRAED. (after completion of the T4T training).
